Roofing Project

Background

The Tillamook County Board of Commissioners is issuing this Invitation to Bid for a comprehensive roofing renewal project at the Tillamook County Courthouse, located at 201 Laurel Avenue, Tillamook, Oregon. The goal of the contract is to replace the existing low-slope roofing assembly with an adhered system that meets current energy efficiency codes and ensures compliance with prevailing wage laws as outlined in ORS 279C.800 to 279C.870.

Work Details

The project involves the following key components: 1. Removal of existing roofing materials and selective structure demolition as necessary (Section 02 4119). 2. Installation of an adhered air and vapor barrier membrane. 3. Application of polyisocyanurate insulation to meet Oregon Energy Efficiency Specialty Code (OEESC) standards. 4. Installation of a rigid coverboard and single-ply thermoplastic membrane roofing system, with two alternate options for thermoplastic roofing (Alternate 1 and Alternate 2). 5. Installation of sheet metal flashings and trim (Section 07 6200) and joint sealants (Section 07 9200). The contractor is responsible for managing project coordination, quality control, and compliance with all relevant regulations.

Period of Performance

The contract work is expected to commence on the date of agreement execution, with substantial completion required by October 1, 2026.

Place of Performance

All work will be performed at the Tillamook County Courthouse located at 201 Laurel Avenue, Tillamook, Oregon.

Bidder Requirements

Bidders must comply with several requirements including: - Registration with the Oregon Construction Contractors Board. - Submission of a bid bond or certified check for at least ten percent (10%) of the total bid amount. - Compliance with Oregon Workers' Compensation Law. - Adherence to prevailing wage laws. - Disclosure of first-tier subcontractors if their contract value exceeds specified thresholds. Bidders are also encouraged to utilize recyclable products where feasible.
