Background

The Oregon Department of Corrections (ODOC) is seeking bids for the procurement of canned tomatoes as part of its mission to provide necessary goods for its operations. This Invitation to Bid (ITB) aims to purchase goods that will be delivered to ODOC's Central Distribution Center located in Salem, Oregon. The historical data indicates that the last purchase of whole tomatoes occurred in February 2026 at a cost of $13.75 per case, with California Healthy Harvest as the contractor.

Work Details

The contract involves the supply of canned tomatoes, specifically diced tomatoes, with an estimated quantity of 7,616 cases required. The tomatoes must meet USDA standards and be Grade B or better. They can be sliced, diced, stewed, halved, or whole but cannot be pureed, paste, or sauce type. The sodium content must not exceed 240 mg per 100 grams. Delivery is expected to occur within specified time frames after the issuance of a Purchase Order. One full truckload (FTL) is estimated at 40,000 pounds, with subsequent deliveries scheduled every 30 days until the order is complete.

Period of Performance

The contract's period of performance will commence upon the issuance of a Purchase Order and will continue until all goods are delivered and accepted by ODOC. The first delivery is expected within 30 days after receipt of order.

Place of Performance

Goods will be delivered to the Oregon Department of Corrections' Central Distribution Center located at 3601 State Street, Salem, OR 97301.

Bidder Requirements

Bidders must comply with all federal and state tax laws and provide proof of compliance as part of their bid submission. Additionally, bidders are encouraged to certify if their goods meet the Buy Oregon preference requirements for a potential price preference during evaluation. Bidders must also maintain adequate insurance coverage as specified in the ITB.
