PPS Modernization Project

Background

The Higher Education Coordinating Commission (HECC) is a state agency dedicated to fostering educational opportunities for Oregonians. This Request for Proposals (RFP) is issued to find a vendor that can provide a system to administer the Office of Academic Policy Authorization (APA) operations, including software and services for customization, operation, and maintenance support. The goal of this project is to modernize the existing systems and processes used by HECC.

Work Details

The Successful Proposer shall provide, configure, customize, and implement a Commercial Off-The-Shelf (COTS), vendor-hosted cloud, or Software as a Service (SaaS) solution. Key services include: 1. Project Planning and Management: Develop a Project Management Plan (PMP) in alignment with PMBOK best practices. 2. Requirements Analysis: Document and reconcile HECC requirements against the solution using a Requirements Traceability Matrix (RTM). 3. System Interfaces: Interface the solution with multiple databases and systems. 4. Data Migration: Create and execute a Data Migration/Conversion Plan for historical data. 5. Infrastructure Setup: Establish computing environments for development, testing, training, and production. 6. Implementation: Develop an Implementation Plan detailing tasks for go-live. 7. Testing: Execute various testing activities including unit testing, integration testing, user acceptance testing, etc. 8. Training: Develop a training plan including end-user training and system administrator training. 9. Operations & Maintenance Support: Provide ongoing support throughout the contract lifecycle including security patches and help desk services.

Period of Performance

The contract will commence upon award notification and will continue through the implementation phase until all services are fully operational, with ongoing support as specified in the contract.

Place of Performance

The services will be performed primarily at HECC's facilities in Oregon but may also include remote work depending on the nature of the tasks.

Bidder Requirements

Proposers must demonstrate experience in implementing similar solutions in educational or governmental settings. They should also comply with state security standards regarding data handling and privacy.
