Background

Escambia County Marine Resources Division (MRD) is applying for the Florida Fish and Wildlife Conservation Commission’s (FWC) Derelict Vessel Removal Grant. The goal of this contract is to provide individual price quotes for the removal, transport, and disposal of a derelict vessel, specifically a 27' Catalina Sailboat, at an authorized landfill in Escambia County.

Work Details

The contractor will be responsible for the following tasks: 1. Floating, removal, transport, and disposal of the 27' Catalina Sailboat (Registration: AL1450RZ; HIN: FLZN4676I173) located near Bayou Chico. 2. The vessel must be removed within 14 calendar days of the Notice to Proceed (NTP). 3. All operations must occur during daylight hours and be staged from an upland area. 4. The contractor must ensure minimal impact to sensitive habitats and avoid harming protected species such as manatees and sea turtles. 5. Removal of all contaminants including fuels, batteries, paints, solvents, and engine from the vessel prior to extraction. 6. Installation of a turbidity barrier around the work area to prevent pollution during removal activities. 7. Photo-documentation of all removal activities with daily reports submitted to the County. 8. Transporting the vessel to Perdido Landfill or another pre-authorized landfill while paying applicable tipping fees.

Period of Performance

The project is expected to begin within 7 calendar days of receiving the Notice to Proceed and should be completed within 14 calendar days thereafter.

Place of Performance

The work will take place in Escambia County, specifically in the vicinity of Bayou Chico.

Bidder Requirements

Bidders must provide proof of Sunbiz registration and insurance coverage that meets Escambia County requirements. They must also comply with best management practices for environmental protection during vessel removal.
