Municipal Advisory Services (WATER & SEWER SEG)

Background

Miami-Dade County, represented by the Office of Management Budget (OMB), is soliciting proposals from registered municipal advisors to provide municipal advisory services for water and sewer revenue debt transactions. These services will include the issuance of bonds, notes, certificates, or other financing instruments, excluding swaps or derivative products. The contract aims to support the Miami-Dade Water & Sewer Department (WASD) in its financial operations. The County has three separate contracts for Municipal Advisory Services by segment: Water & Sewer Segment, General Segment, and Enterprise Segment. This RFP specifically targets the Water & Sewer Segment.

Work Details

The selected Proposer will provide municipal advisory services including: advising on the method of conducting bond sales (competitive or negotiated), preparing timetables and distribution lists for bond issues, assisting with offering documents preparation, verifying bids for competitive sales, determining optimal timing for bond issues, participating in pricing aspects and advising on underwriter spreads. Additionally, they will provide recommendations on bond structure (maturity range, redemption provisions), prepare pre-pricing analyses and post-sale reports, assist with necessary bond legislation and validation processes, advise on municipal bond insurance needs and manage procurement processes related to official statements and verification services. Non-bond related services include coordinating visits with rating agencies and investors, providing market condition reports, advising on short-term financing options, maintaining a debt portfolio database for WASD, conducting annual reviews of debt structures, making recommendations to reduce borrowing costs, and preparing financial analyses for debt issuances.

Period of Performance

The anticipated contract duration is seven years.

Place of Performance

Services will be performed within Miami-Dade County.

Bidder Requirements

Proposers must be registered as Municipal Advisors with both the SEC and MSRB. Subcontractors are not allowed under this contract. Joint Ventures must be legally formed entities and can only serve in one Municipal Advisory Segment. Non-Small Business Enterprise firms are encouraged to partner with Small Business Enterprise firms.
