Background

Horizon Behavioral Health is the primary public behavioral healthcare provider serving the City of Lynchburg and surrounding counties in Virginia. Established in 1969, Horizon offers a comprehensive system of services including behavioral health, developmental disability, substance use, crisis intervention, and recovery-oriented services. The agency employs approximately 650 staff members and aims to enhance operational efficiency and employee engagement through modernization of its human resources and talent management processes. This RFP invites qualified vendors to propose solutions for a Learning Management System (LMS), Performance Management System, or an integrated solution to support training, compliance, and professional development requirements.

Work Details

The selected vendor(s) will provide a comprehensive LMS and/or Performance Management System with the following functionalities: - **Learning Management System (LMS)**: - Integration with HRIS for personnel information updates. - Management of training assignments and enrollments. - Online course delivery and tracking capabilities. - Compliance tracking for certifications. - Automated notifications for training deadlines. - Development of custom learning pathways and curricula. - Support for various training formats including videos and e-learning modules. - Reporting functionality for completion of externally hosted training. - **Performance Management System**: - Centralized management of job descriptions and performance evaluations. - Tools for employee feedback and development planning. - Workflow automation for performance documentation processes. The systems must be user-friendly, scalable, configurable, and capable of integrating with existing workforce management systems.

Period of Performance

The project is expected to commence on October 1, 2026, following the proposal submission deadline on June 30, 2026.

Place of Performance

The contract will be performed at Horizon Behavioral Health's facilities located at 2241 Langhorne Road, Lynchburg VA.

Bidder Requirements

Vendors must demonstrate proven implementation experience in public sector or healthcare environments. They should provide strong customer support capabilities, secure system architecture compliant with regulations, reporting functionalities, integration capabilities with existing systems like ADP (HRIS), and long-term scalability options.
