Summary: Background The Mission and Installation Contracting Command (MICC) at Fort Sill, Oklahoma, has a requirement for a Blanket Purchase Agreement (BPA) for HVAC maintenance services. This BPA will be utilized by various units across Fort Sill to ensure the proper functioning of HVAC cooling systems. The government plans to award this BPA to a maximum of two contractors over a five-year period, with the goal of providing consistent maintenance, inspection, and service for these systems. Work Details The contractor will be responsible for providing monthly and yearly maintenance, inspection, and service for HVAC cooling systems. Services include but are not limited to: routine inspections, preventive maintenance, emergency repairs, and any necessary supplies related to HVAC systems. The contractor must respond to requests from the Contracting Officer or authorized representatives as needed throughout the contract period. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance Fort Sill, Oklahoma. Bidder Requirements Bidders must meet specific requirements including being registered in the System for Award Management (SAM) database prior to award. Contractors must also possess relevant licenses and certifications related to HVAC services. Additionally, bidders should be able to accept payment via Government Purchase Card (GPC) and maintain compliance with bonding and insurance requirements as specified. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for HVAC preventive maintenance at Fort Sill, Oklahoma: W9124L21P0017 awarded to JON Mechanical Systems for $199,588 (09/13/21–09/12/26) covering base year annual PM. The current BPA similarly requires monthly and yearly maintenance, inspection, and service for HVAC cooling systems, including preventive maintenance and emergency repairs when called. The overlap in scope (annual PM/preventive maintenance) and location suggests the BPA may be a continuation or follow-on vehicle for the same type of recurring HVAC upkeep.
