Background The Louisiana Air National Guard, specifically the 159th Mission Support Contracting Office, is seeking to upgrade the warehouse storage capability at Hammond Air National Guard Station. The goal of this contract is to provide a complete warehouse storage system that includes mobile and relocatable storage units to support Unit Type Code (UTC) deployable equipment and mission storage requirements. Work Details The contractor shall furnish, deliver, and install a complete warehouse storage system at Hammond ANGS, Building 3. The system shall include: 1. Thirty-two (32) mobile storage units. 2. Four (4) relocatable storage units. 3. All labor, materials, equipment, tools, transportation, installation, testing, cleanup, and warranty required to provide a complete and usable system. 4. New, commercial-grade storage equipment suitable for military warehouse use and storage of UTC deployable equipment, containers, tools, parts, and related mission equipment. 5. The system shall include rails, carriages, shelving, frames, handles, panels, safety features, anchors, leveling hardware, fasteners, accessories, and all components required for a complete usable system. 6. Mobile storage units must operate smoothly and safely under normal loaded warehouse conditions; relocatable units must be stable and durable with the ability to reposition without permanent damage. Bidder Requirements This requirement is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Offerors must provide product literature demonstrating that the quoted storage system meets or exceeds specified minimum salient characteristics. Additionally, bidders must confirm pricing includes all labor and materials as well as provide company information including UEI and CAGE Code. Incumbent Analysis (see Incumbents section for more detail) The prior contract W50S9D24PA011 awarded to Norlift (value $212,973; 09/18/24–01/20/25) for an “LRS warehouse shelving pallet rack system” suggests an incumbent or closely related vendor capability in providing warehouse storage equipment. The current requirement similarly calls for furnishing, delivering, and installing a complete warehouse storage system at Hammond ANGS, including mobile/rolling storage units and relocatable units intended to support UTC deployable equipment storage. The overlap in the type of storage hardware (warehouse shelving/pallet rack systems versus mobile and relocatable warehouse storage) indicates the prior work may be a continuation or expansion of the same storage modernization effort.
