Background

The New Orleans Aviation Board (NOAB) is seeking proposals for Training & Leadership Development services and Third-Party Performance Audit Services. This initiative aims to design and deliver a comprehensive training, leadership development, and continuous improvement program for facility services staff and supervisors involved in cleaning operations at the Louis Armstrong New Orleans International Airport. The goal is to maintain a safe, clean, and customer-focused airport environment, which is essential for public health, safety, and traveler satisfaction.

Work Details

The selected vendor will be responsible for developing and delivering a customized training program that includes: 1. Frontline Employee Training: - Cleaning standards and best practices - Sexual harassment training - Health and safety protocols - Customer service in a public-facing environment - Communication and teamwork across shifts 2. Supervisor & Lead Development: - Coaching and leading janitorial teams - Real-time performance management - Accountability systems and shift handoffs - Conflict resolution and morale building 3. Management Coaching: - Strategic thinking in facility services - Leadership presence and communication - KPI and quality metric alignment - Culture-building and workforce development 4. Program Delivery & Integration: - Customized content tailored to the Airport environment and culture - Multi-lingual or culturally competent content as needed - Integration with airport SOPs, safety procedures, and performance expectations 5. Continuous Improvement Support: - Advise on equipment, chemical purchases, technology solutions for cleaning services, and assist in developing performance metrics.

Period of Performance

The initial contract term will be one year with four one-year renewal options at the discretion of the NOAB.

Place of Performance

Services will be performed at the Louis Armstrong New Orleans International Airport.

Bidder Requirements

Proposers must demonstrate exceptional experience in training, leadership development, and performance auditing for janitorial services in large-scale environments. Minimum qualifications include at least 5 years of leadership experience in airport or large public venue facility services with oversight of 24/7 janitorial operations.
