Reverse ATM Kiosks

Background

The Prince William Public Libraries (PWPL) is seeking to establish a contract with a qualified Contractor to furnish, install, operate, and maintain indoor reverse ATM kiosks as part of a cashless operations pilot program. The goal is to evaluate the feasibility of cashless transactions within library facilities and provide patrons, including unbanked and underbanked individuals, with the ability to convert cash into prepaid payment cards. The initial contract will support a pilot program consisting of three reverse ATM kiosks deployed at Potomac Library, Central Library, and Dale City Library in Virginia.

Work Details

The Contractor shall provide turnkey delivery and installation of all equipment required under this contract, including permits, labor, materials, tools, transportation, and incidentals necessary for a complete system. Delivery terms require all units to be delivered F.O.B. Destination with freight included in pricing. Installation must be completed within 30 calendar days after Notice to Proceed. The Contractor will also provide training for PWPL personnel on kiosk operation and troubleshooting. Devices must accept U.S. currency (bills only) and dispense prepaid payment cards compatible with Visa and/or Mastercard networks. The system must support magnetic stripe cards initially and EMV chip-enabled cards in the future without requiring device replacement. The Contractor is responsible for cash collection, transport, reconciliation, and maintaining accountability for all funds collected. Optional features may include virtual or cardless transactions and reload functionality for prepaid cards.

Period of Performance

The pilot program will last between three to six months as determined by PWPL.

Place of Performance

The kiosks will be installed at the following locations: - Potomac Library (2201 Opitz Boulevard, Woodbridge, VA) - Central Library (8601 Mathis Avenue, Manassas, VA) - Dale City Library (4249 Dale Boulevard, Dale City, VA).

Bidder Requirements

Bidders must provide evidence of PCI DSS compliance for any solution involving payment card data processing. They are required to disclose any subcontractors used in their proposal and remain fully responsible for their performance. Bidders must also describe data protection measures for personally identifiable information (PII) collected as part of the solution.
