The Commonwealth of Virginia's Department of Environmental Quality (DEQ) is issuing this Request for Proposals (RFP) to solicit qualified sources to provide services for reviewing and analyzing Municipal Separate Storm Sewer System (MS4) Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plans. The goal is to ensure compliance with Total Nitrogen (TN) and Total Phosphorus (TP) reduction requirements as mandated by the Chesapeake Bay TMDL regulations. The DEQ oversees 96 permittees in the Chesapeake Bay watershed, requiring them to submit annual status reports demonstrating their progress in achieving these reductions.
The contractor will perform the following tasks: 1. Review CB TMDL Action Plans and annual status reports for compliance with TN and TP reduction requirements. 2. Develop a compliance tracking system to monitor permittee progress. 3. Draft a compliance status report summarizing permittee progress. 4. Identify necessary revisions to update DEQ Guidance Memo GM-20-2003. 5. Create tools and Standard Operating Procedures for new permittees to comply with permit requirements. The contractor must ensure that all reviews adhere to the Chesapeake Bay TMDL Special Condition and GM20-2003 guidelines, and communicate deficiencies effectively to permittees.
The initial contract period is one year, with four optional one-year renewal periods.
Services will be performed statewide for MS4 permittees located within the Chesapeake Bay watershed.
