Background

The Commonwealth of Virginia, through its Department of Forestry, is issuing this Invitation for Bid (IFB) to obtain a licensed and insured herbicide applicator for the treatment of invasive wavyleaf grass (Oplismenus undulatifolius). The goal is to effectively manage and control the spread of this invasive species in designated forested sites across Powhatan, Fauquier, and Grayson Counties. The contract aims to ensure ecological balance by reducing the presence of wavyleaf grass through professional application of herbicides.

Work Details

The contractor will be responsible for identifying and treating patches of wavyleaf grass within specified areas. Two treatments are required: the first occurring in June and the second in July, ensuring that all work is completed by July 31. The contractor must survey treatment areas for wavyleaf grass and apply a glyphosate herbicide mixed at a 2% solution using backpack sprayers. The contractor guarantees that at least 90% of target species in the treatment area will show visible mortality after the second treatment. A GPS-enabled tracking system must be used to record survey and treatment locations. All equipment must be cleaned before arriving on site, and personnel must have prior experience treating wavyleaf grass.

Period of Performance

The contract period will commence from the date of award until June 22, 2027.

Place of Performance

Forested sites located in Powhatan, Fauquier, and Grayson Counties, Virginia.

Bidder Requirements

Bidders must hold a valid Virginia pesticide application license and provide proof of insurance. They must also have prior experience treating wavyleaf grass as evidenced by projects listed on their Vendor Data Sheet. All personnel involved in herbicide application must be certified technicians under the supervision of a licensed pesticide applicator. Bidders are required to submit their bids electronically via the Virginia Business Opportunities (VBO) platform.
