The Federal Aviation Administration (FAA) has a requirement to construct a new Very High Frequency Omnidirectional Range/Tactical Air Navigation (VORTAC) building in Leeville, LA (LEV) in accordance with the Statement of Work. An award for this requirement is anticipated to be made to the offeror with the lowest priced quote received on or before May 19, 2026 that can be determined fully responsive and responsible. SOLICITATION This is a competitive solicitation for a FIRM FIXED PRICE (FFP) contract. As such, any proposals received that take exception to the terms and conditions in this solicitation, proposes additional terms or conditions, or otherwise indicates within their proposal that their proposed pricing is not all inclusive of the FFP proposed, cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award. Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA. This is competitive solicitation is unrestricted.

Background The Federal Aviation Administration (FAA) has a requirement to construct a new Very High Frequency Omnidirectional Range/Tactical Air Navigation (VORTAC) building in Leeville, LA (LEV). The existing LEV VORTAC facility was severely damaged by Hurricane Ida and subsequently demolished. The goal of this contract is to install a complete VORTAC system in accordance with FAA engineering drawings, specifications, and standards, while complying with all applicable FAA procedures, federal regulations, state laws, and local jurisdiction requirements. Work Details The contractor shall provide all labor, materials, equipment, tools, transportation, and supervision necessary to construct and install the new LEV VORTAC facility. Work includes: 1. Site Preparation and Surveying: - Provide qualified surveying personnel to establish horizontal and vertical control and lay out the site. - Install and maintain erosion control measures per plans and specifications. - Restore all disturbed areas to pre-construction condition or better. 2. Construction Tasks: - Install a complete VORTAC system as per FAA engineering drawings and specifications. All work performed will be subject to approval by the Contracting Officer's Representative (COR) and/or the Contracting Officer (CO). This includes testing, inspection, scheduling, reporting, and submittals. Period of Performance The contract will be performed from Notice to Proceed (NTP) + 60 days until December 31, 2027.
