Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) April 15, 2026 PRESOLICITATION NOTICE Initial Outfitting Transition and Activation (IOTA) Services for the New Orleans Domiciliary (DOM) Residential Rehabilitation and Treatment Program. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal IOTA Services for the New Orleans DOM Residential Rehabilitation and Treatment Program. This requirement supports VHA's mission by providing contractor services to help support the activation. This will be a firm-fixed-price contract with an estimated Period of Performance of (41) forty-one months. The United States Congress has approved numerous major leases for the Department of Veterans Affairs to enhance services for Veterans. The parent facilities, such as Southeast Louisiana Veterans Healthcare System, are working with VA Office of Real Property and other support offices to secure award of the leases to developers who want to create the site of care for VA use. Southeast Louisiana Veterans Healthcare System (SLVHCS) has been approved for a major lease to create an expanded service opportunity for Veteran health care. The New Orleans Residential Rehabilitation and Treatment Program (RRTP) will centralize services at a newly leased location (exact location to be determined). This project proposes to lease approximately 98,000 sq. ft. of space for new construction that will accommodate a 60 bed Residential Rehabilitation and Treatment Program (RRTP). The medical center proposes a residential model that provides specialized recovery oriented care. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 7 May 2026. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 8 June 2026. Solicitation initial posting date and the closing date are subject to change as necessary.
