Background

The Alabama Department of Human Resources (DHR) is seeking to provide HVAC Preventative Maintenance (PM) and Repair Services for various DHR locations throughout the State of Alabama. The goal of this contract is to ensure the proper functioning and maintenance of HVAC systems, which include boilers and chillers, across multiple county offices.

Work Details

The contractor will provide quarterly HVAC PM services, which include maintenance and minor repairs to all equipment listed in the agency specifications. Services include changing out bad parts, fixing connections, clearing clogged drain lines, repairing duct work, replacing belts, and addressing small refrigerant leaks. New HVAC units or entire system replacements are prohibited under this contract. All PM services must be performed by licensed technicians with specific certifications including a State of Alabama HVAC license, refrigeration license, and gasfitter certification. Technicians must also hold EPA universal refrigeration certification. The PM schedule requires inspections once per quarter with specific tasks outlined for each quarter including filter replacements, system checks, and cleaning procedures. Additionally, water treatment testing is required for systems utilizing water in heating or cooling processes at eleven specified DHR county offices. The supplier will be responsible for all costs associated with materials and equipment necessary for maintaining proper water balance in these systems.

Period of Performance

The contract will commence upon award and will require ongoing quarterly maintenance services throughout the fiscal year 2026.

Place of Performance

Various DHR locations throughout the State of Alabama as specified in the county office location list provided with the solicitation.

Bidder Requirements

Bidders must be licensed contractors in the State of Alabama with current certifications as required for HVAC service work. This includes holding a State of Alabama Gasfitter plumber license and Master gasfitter certification for servicing gas-fired equipment. Technicians must have current EPA refrigeration certification at the time of award and maintain it throughout the agreement. Suppliers must also provide a list of technicians who will service DHR equipment along with their certifications.
