Background

The Alabama Department of Human Resources (DHR) is seeking to award a contract for HVAC Preventative Maintenance (PM) and Repair Services across various DHR locations throughout the State of Alabama. The goal of this contract is to ensure the proper functioning and maintenance of HVAC systems, including boilers and chillers, at multiple county offices. This initiative aims to maintain optimal indoor air quality and system performance while adhering to industry standards.

Work Details

The contractor will provide quarterly HVAC PM services that include: - Comprehensive maintenance and minor repairs on all listed HVAC equipment. - Specific tasks include changing bad parts, fixing connections, clearing clogged drain lines, repairing duct work, replacing belts, and addressing small refrigerant leaks. - No new HVAC units or complete system replacements are permitted under this contract. - All PM services must be performed by licensed technicians with specific certifications including a State of Alabama HVAC license, refrigeration license, gasfitter plumber license, and EPA universal refrigeration certification. - Quarterly inspections must be scheduled in advance with DHR County Offices and include detailed reporting on service completion. - Replacement filters must be pleated with a MERV rating of 10 or higher; HEPA filters must also be used where applicable. - Water treatment testing is required for systems utilizing water for heating or cooling in eleven specified counties. - Annual tasks include checking freon levels; semi-annual tasks involve deep cleaning condenser coils; quarterly tasks encompass a complete system check including voltage checks, cleaning drain pans, inspecting belts and pulleys, and ensuring proper lubrication.

Period of Performance

The contract will commence upon award and will continue through the fiscal year 2026 with quarterly maintenance scheduled throughout this period.

Place of Performance

Services will be performed at various DHR locations across the State of Alabama including but not limited to counties such as Baldwin, Blount, Calhoun, Crenshaw, Conecuh, Butler, Elmore, Etowah, Jefferson (Bessemer), Madison, Morgan, and St. Clair.

Bidder Requirements

Bidders must possess the following certifications: State of Alabama HVAC license; State of Alabama refrigeration license; State of Alabama gasfitter plumber license; EPA universal refrigeration certification. All licenses must be current at the time of award and maintained throughout the contract duration. Technicians must have experience with all applicable brands of HVAC commercial systems as listed in the solicitation.
