The City of Tucson is seeking an Operator for the Advanced Water Purification Facility (AWPF). The Operator's primary responsibilities will include: - Operations and maintenance (O&M) of the new AWPF, which is designed to produce up to 2.5 million gallons per day (MGD) of potable water. - Coordinating with the City and the Design-Builder during the design and construction phases of the AWPF. - Providing input to the City and the Design-Builder as needed to facilitate the successful design and construction of the facility. The Operator will not be responsible for the design or construction of the AWPF; these tasks will be handled by the Design-Builder.

The City of Tucson holds rights to Class A+ secondary treated effluent from Pima County's existing water reclamation facilities. To further enhance potable water distribution, the City plans to implement advanced water treatment in accordance with Arizona Administrative Code, Title 18, Chapter 9, Article 8. The new AWPF will utilize a portion of the City's local water resources, including its effluent entitlement, to diversify Tucson's water resource portfolio. By purifying and reusing up to 2.5 MGD annually, the Project aims to: - Improve water quality - Enhance water supply reliability - Address distribution system capacity issues caused by PFAS-related well shutdowns - Provide long-term conservation benefits for both the local community and the Colorado River system Currently, the City is negotiating with a design-build firm (Design-Builder) for the AWPF's design and construction. The selected Operator will coordinate with the City and the Design-Builder but will focus on O&M responsibilities.
The Operator must enter into an O&M Agreement with the City. Key requirements include: - Coordinating with the City and Design-Builder during design and construction phases - Providing operational and maintenance expertise and input as requested - Assuming full responsibility for the operations and maintenance of the AWPF upon completion of construction
