Background

The City of Phoenix is seeking sealed offers for Vehicle Glass Supply, Install, Repair & Tint Services for a three-year term with two option years. The contract will commence on or about August 1, 2026, and is intended to support the City’s fleet of over 8,000 vehicles. The goal of this contract is to ensure compliance with safety standards while providing timely and efficient vehicle glass services.

Work Details

The contractor will provide all materials, equipment, supplies, travel, and labor necessary for the repair and installation of vehicle glass and window tinting. Services include: 1. Compliance with Federal Motor Carrier Safety Administration and National Highway Traffic Safety Administration standards. 2. Provision of auto glass for light, medium, and heavy-duty vehicles on an as-needed basis. 3. Use of the most current edition of the National Auto Glass Specification (NAGS) for pricing. 4. All work must be performed by qualified employees with relevant training and certifications. 5. The contractor must maintain a high standard of cleanliness during and after repairs. 6. Window tinting must comply with Arizona state laws regarding light transmission and reflectance. 7. All materials used must meet OEM specifications.

Period of Performance

The contract will be effective for three years starting from August 1, 2026, with two optional one-year extensions available.

Place of Performance

Services will be performed at various City of Phoenix properties across Phoenix or at the vendor's location if necessary.

Bidder Requirements

Offerors must have a minimum of two years’ experience in providing glass repair and installation services. They must possess all valid certifications and/or licenses required by federal, state, or local laws at the time of submittal. Additionally, Offerors are required to register in the City’s Procurement Portal prior to contract execution.
