Construction Manager at Risk (CMAR) - Effluent and Wastewater Pipelines and State Route 89 Improvements

Background

The City of Prescott, Arizona, is seeking a qualified firm to provide design phase preconstruction services and construction services as the Construction Manager at Risk (CMAR) for the Effluent and Wastewater Pipelines and State Route 89 Improvements project. This project aims to centralize wastewater treatment and effluent distribution from the Airport Water Reclamation Facility by replacing a failing effluent pipeline and adding a second wastewater pipeline in the State Route 89 corridor. The estimated project construction cost is approximately $25 million.

Work Details

The CMAR will provide preconstruction services focusing on planning, phasing options to reduce construction duration, protect wastewater operations, and minimize roadway closures. Specific tasks include: - Cost estimating - Construction planning - Traffic control plans - Public relations plans - Permitting assistance - Subcontractor selection The construction services will involve constructing a new 24-inch effluent force main from Kieckhefer Ranch to Willow Lake Road, a new 24-inch gravity sewer line from Lillian Lane to Kieckhefer Ranch, and various roadway improvements on State Route 89 including safety enhancements and capacity improvements such as above-grade rock removal, intersection improvements, turn restrictions, and lane realignments.

Period of Performance

The design phase is currently 15% complete with an expected completion date of February 2027. Construction is planned to begin in March 2027 and be completed by the end of 2028.

Place of Performance

The work will be performed in Prescott, Arizona along State Route 89 and surrounding areas.

Bidder Requirements

Firms must possess the necessary Arizona licenses for construction management services.
