Background The Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) is undertaking a construction project at the Tucson CMOP facility, located at 3675 E. Britannia Dr., Tucson, Arizona. The Tucson CMOP plays a critical role in filling and shipping over 80,000 prescriptions daily for veterans and beneficiaries. The goal of this contract is to address deficiencies identified in a Facility Condition Assessment (FCA) completed in 2022 and enhance the security posture of the facility as per recommendations from a Physical Security Risk Assessment (PSRA) conducted in 2021. Work Details The contractor will be responsible for comprehensive construction tasks including demolition of existing conditions, concrete work, metal framing, thermal and moisture protection, openings, finishes, plumbing, HVAC systems, electrical installations, electronic safety and security measures, earthwork, utility installations, and vehicle barrier constructions. Specific tasks include: - Separating the Emergency Electrical System (EES) into a dedicated 2-hour fire-rated secure room. - Modifying the EES to ensure 100% backup capability for CMOP operations. - Increasing fuel storage capacity to support a 48-hour emergency fuel supply plan. - Providing an N+1 redundant EES with a second generator and necessary modifications to the dock area. - Adding HVAC systems for specific areas within the facility. - Connecting fire lines to backflow preventers as an optional task. - Replacing the roof with a thermoplastic polyolefin (TPO) membrane system as an additional option.
