Background Coconino County Community College District, doing business as Coconino Community College (CCC), is a public two-year community college in Northern Arizona. The mission of CCC is to provide accessible and affordable educational programs that prepare students for the future, promoting student success through innovative programming and community engagement. This RFP aims to establish contracts for higher education support services critical for compliance, accreditation, and institutional effectiveness. Work Details The selected vendor(s) will provide higher education support services including: 1. Interim Staffing and Operational Support: On-site, hybrid, or remote staffing; Financial Aid leadership and processing support; Enrollment, admissions, and student accounts support. 2. Financial Aid Processing and Remote Services: ISIR processing, verification, award packaging, Return to Title IV (R2T4), FISAP preparation, reconciliation, professional judgment reviews, Satisfactory Academic Progress (SAP) reviews and appeals. 3. Compliance and Regulatory Support: Title IV compliance guidance; policy and procedure development; audit preparation; corrective action planning. 4. Process Review and Operational Improvement: Comprehensive process reviews; workflow analysis; staffing assessments; operational improvement recommendations. 5. Technology, Data Systems, and Institutional Research Integration: Financial aid system optimization; data system integration; reporting development; data governance support. 6. Training and Professional Development: Staff onboarding; regulatory training; executive coaching. 7. Strategic Support: Enrollment alignment; student success initiatives; marketing support; accreditation assistance. 8. Institutional Research Support: Interim leadership in research functions; data governance framework development; analytics support. Period of Performance The contract term will be five (5) years from the effective date with five (5) consecutive options to renew for one (1) year each. Place of Performance Services will be performed at Coconino Community College locations in Flagstaff, AZ. Bidder Requirements Vendors must demonstrate experience in higher education administration and knowledge of Title IV regulations. They should have a proven ability to provide interim staffing and consulting services as well as operational support. There are no specific set-aside certifications mentioned.
