Background The City of Phoenix, Arizona, is seeking qualifications for the Phoenix Sky Harbor International Airport Airfield Lighting Vaults Modernization project. The existing equipment has surpassed its useful lifespan and is being phased out by the manufacturer, creating a risk of equipment failure. Work Details The selected Construction Manager at Risk (CMAR) will provide preconstruction services and complete construction services under a Guaranteed Maximum Price (GMP) contract. The CMAR will be responsible for: 1. Preconstruction phase services including detailed cost estimating, project planning and scheduling, construction phasing to minimize interruptions to City operations, alternate systems evaluation, advising on efficiencies in project delivery, long-lead procurement studies, assisting in permitting processes, and participating in setting local and Small Business Enterprise (SBE) participation goals. 2. Construction phase services including constructing the replacement of existing Constant Current Regulators and associated electrical infrastructure within the three electrical vaults at Phoenix Sky Harbor International Airport; selecting subcontractors/suppliers; preparing a GMP proposal; coordinating with various City departments; arranging procurement of materials; managing site operations; bidding and managing construction contracts while meeting City bid requirements; providing quality controls; bonding and insuring construction; addressing permitting requirements; maintaining a safe work site. Period of Performance The contract will be performed from the date of award until completion of the project, with an estimated construction cost of $21 million. Place of Performance The work will be performed at Phoenix Sky Harbor International Airport. Bidder Requirements Only firms whose physical business is located within Maricopa County are eligible to meet the SBE subcontracting goal. The contractor must hold appropriate Arizona contractor licenses prior to submitting a Statement of Qualifications (SOQ). Additionally, bidders must comply with SBE participation requirements as outlined in the solicitation.
