Background The Commonwealth of Kentucky is issuing this solicitation for the installation of a new Hybrid Perimeter Intrusion Detection System (HPIDS) at the Kentucky State Penitentiary. The project aims to enhance security measures by repairing the existing masonry perimeter wall and replacing barb wire on the current chain link fencing. This initiative is part of the Department of Corrections' efforts to maintain safety and security within correctional facilities. Work Details The contractor will be responsible for: 1. Installing a new Hybrid Perimeter Intrusion Detection System (HPIDS). 2. Performing structural repairs to the existing masonry perimeter wall. 3. Replacing barb wire on the existing chain link perimeter fencing. All work must adhere to applicable health and safety guidelines for construction projects in Kentucky. Period of Performance The contract period will commence upon award and is expected to be completed within a timeframe specified in the bid documents. A site visit is scheduled for May 14, 2026. Place of Performance The work will be performed at the Kentucky State Penitentiary located at 266 Water Street, Eddyville, KY 42038. Bidder Requirements Bidders must register in the Commonwealth eProcurement System via the Vendor Self Service (VSS) System prior to submitting a bid. A valid NCIC background check is required for site visit attendance. All bids must be submitted electronically; no emailed or hard copy submissions will be accepted.
