Background The Town of Hampton, NH, through its Town Manager for the Department of Public Works (DPW), is seeking sealed written bid proposals from qualified vendors for Post-Closure Landfill Monitoring of the Town’s Landfill. This contract is intended to span two years, concluding at the end of 2027, with final reporting due by February 15, 2028. Work Details The selected vendor will perform the following tasks: 1. Groundwater Management Permit Monitoring: Compliance with Groundwater Management Permit No. GWP-198402023-H-006 and historical documents; includes additional sampling for PFAS in May and November 2027. 2. Landfill Gas Monitoring: Conduct monitoring at seven trench gas vents (TGV-1 to TGV-7), four gas monitoring probes (GMP-1 to GMP-4), and four gas monitoring wells (GMW-1, GMW-2, GMW-4, GMW-5). Four monitoring rounds will occur quarterly in May, July, September, and November during 2026 and 2027. 3. Landfill Inspections: Semi-annual inspections in May and November for both years; inspections will cover site access roads, drainage structures, gas vents, groundwater monitoring wells, and landfill cap conditions. 4. Reporting: Includes Groundwater Management Permit Monitoring Report due within 45 days post-sampling; Annual Post-Closure Performance Reports due by February 15 each year covering landfill gas monitoring results and overall landfill condition assessments. Period of Performance The contract period will run from the award date through December 31, 2027, with final reporting required by February 15, 2028. Place of Performance The work will be performed at the Town’s Landfill located in Hampton, NH. Bidder Requirements Vendors must be listed on the NHDES Roster of pre-qualified Consulting Engineers or demonstrate equivalent experience and qualifications. The use of subcontractors is not allowed except for outside lab analysis.
