The New Hampshire Judicial Branch (NHJB), through the Administrative Office of the Courts (AOC), is issuing this Request for Proposals (RFP) to solicit qualified vendors to design, pilot, coordinate, and implement a collaborative transportation solution for participants involved in NHJB treatment court programs, including Drug Court, Mental Health Court, and Family Treatment Court. The goal is to provide reliable transportation services that address barriers faced by participants in accessing court-ordered services and treatment appointments, particularly in rural or underserved areas where public transportation is limited.
The selected vendor will be responsible for providing or coordinating transportation services for eligible participants. Key services include: 1) Operating a contact center to receive transportation requests; 2) Confirming participant eligibility before scheduling; 3) Scheduling individual or group trips for various program-related obligations; 4) Ensuring timely availability of transportation; 5) Utilizing cost-effective transportation options while considering safety and accessibility; 6) Communicating trip details effectively with participants; 7) Providing transportation for both adults and children under specific conditions; 8) Maintaining safety protocols for vulnerable populations; 9) Offering after-hours contact options; 10) Addressing Limited English Proficiency needs; and 11) Establishing a grievance process for participant complaints.
The contract will commence upon the effective date of the fully executed agreement and will continue through September 30, 2028. There is an option for one additional one-year renewal based on performance and funding availability.
Services will be provided throughout New Hampshire, specifically targeting areas where treatment courts are located, including but not limited to rural communities with limited access to public transport.
Vendors must demonstrate compliance with several requirements including: a valid Certificate of Authority for out-of-state vendors; proof of automobile insurance; valid driver’s licenses for all drivers; adherence to a substance use policy prohibiting impaired driving; and a hands-free driving policy. Additionally, vendors must maintain confidentiality regarding participant information and have procedures in place for handling complaints.
