Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the New York City Police Department ( NYPD ) intends to enter into negotiations with IDEMIA Identity & Security USA LLC ( IDEMIA ) to provide maintenance, upgrades, and technical support services for NYPD's existing Livescan stations, AFIS components, and Mobile ID devices. NYPD has determined that IDEMIA is the sole source for these services because the software and hardware are proprietary. Due to the proprietary nature of the system, including NYPD-specific customizations and integrated components, only IDEMIA can legally provide the required services. As such, the NYPD believes that no other vendor is legally authorized to perform maintenance and support services on NYPD's existing Livescan stations, AFIS components, and Mobile ID devices. Any vendor besides IDEMIA that believes that it can provide the services is invited to do so.
