Background The State of Arizona Department of Transportation (ADOT) is seeking qualified firms or individuals to provide real estate appraisal and valuation services on an as-needed basis throughout the State of Arizona. This initiative is in accordance with the Arizona Procurement Code, A.R.S. §41-2501 et seq., aimed at establishing a comprehensive term contract for appraisal services related to real property eminent domain acquisitions, dispositions, and appraisal reviews. Work Details The contractor will provide two categories of appraisal services: 1) General Appraisal/Review Appraisal and 2) Billboard/Outdoor Advertising Appraisal. Services will be provided on an 'on-call' basis across various counties in Arizona including Apache, Cochise, Coconino, Gila, Graham, Greenlee, La Paz, Maricopa, Mohave, Navajo, Pima, Pinal, Santa Cruz, Yavapai, and Yuma. The contractor must maintain a current and active State of Arizona Certified General Real Estate Appraiser License. They shall not provide both appraisal and review services on the same project and must obtain written authorization from the Department before proceeding with any task. The contractor is responsible for ensuring that all appraisals include before-and-after analyses for partial acquisitions unless directed otherwise by the Department. Reports must be submitted electronically in PDF format. Additionally, the contractor may be required to provide expert witness services related to appraisal work. Period of Performance The contract will commence on the effective date of award and will continue for a period of twelve (12) months thereafter. It may be extended by mutual written agreement for supplemental periods of up to a maximum of forty-eight (48) months. Place of Performance Services will be performed throughout various counties in the State of Arizona as specified in the task assignments. Bidder Requirements Contractors must have a current and active State of Arizona Certified General Real Estate Appraiser License. They are required to submit separate invoices for each task assignment and maintain compliance with all federal, state, and local licenses and permits necessary for conducting business. Contractors must also provide proof of insurance coverage as specified in the solicitation.
