Pursuant to Section 3-05 of the NYC Procurement Policy Board Rules, it is the intent of the New York City Police Department ( NYPD ) to enter into sole source negotiations with CNC Technologies, LLC ( CNC ) with the expectation that CNC Technologies, LLC will be awarded a contract to provide an all-inclusive Fixed Wing aircraft program management support services of the NYPD's fully equipped and customized mission critical 2016 Cessna Caravan aircraft. The services will include project engineering management and access to CNC's proprietary integrated airborne and ground-based systems, technical training and live 24/7/365 technical support, aircraft preventive maintenance and support services, hangar space and associated office space, fuel, provisioning of goods and services to maintain the aircraft operational and decommissioning of goods on an as needed basis. The services provided under the contract constitute a one-stop solution for operating and maintaining the NYPD's existing Fixed Wing program. The NYPD has determined that CNC Technologies possesses exclusive technical expertise, proprietary technology, and historical knowledge essential for managing and supporting the Fixed Wing program. CNC Technologies has served as a program manager of the NYPD Fixed Wing program, and has been responsible for procuring, equipping, and maintaining the NYPD's Fixed Wing aircraft. Additionally, CNC is the creator and sole proprietor of the CNC LIVE integrated platform, which is currently utilized by the NYPD's Cessna Caravan aircraft. As such, the NYPD believes that CNC Technologies is the only legally authorized vendor capable of delivering these services. Any vendor besides CNC that believes that it can provide an all-inclusive Fixed Wing program management services for NYPD's existing Cessna Caravan aircraft is invited to do so. Work Details The contractor will provide all-inclusive Fixed Wing aircraft program management services, including: - Project engineering management and access to CNC’s proprietary integrated airborne and ground-based systems. - Technical training and live 24/7/365 technical support. - Aircraft preventive maintenance and support services. - Provision of a heated hangar of sufficient size for one fixed-wing aircraft, including dedicated office space, heated storage, restroom access, vehicle parking, conference room access, and cafeteria amenities. - A structured preventive maintenance program executed by trained technicians under FAA regulations and OEM guidance, including weekly pre-flight/post-flight inspections, monthly compressor washes, maintenance tracking, records administration, and out-of-phase inspections. - Maintenance support for routine and unscheduled work with defined labor categories. - Reliable access to Jet A fuel with an estimated annual consumption of approximately 65,000 gallons. - Dedicated project engineering and program management support on a per-aircraft basis to maximize mission availability and reduce downtime. Period of Performance The contract will cover an estimated aircraft utilization of approximately 600 flight hours annually over a five-year period, totaling roughly 3,000 flight hours. Place of Performance Services will be performed at the NYPD's operational facilities where the Cessna Caravan aircraft is stationed. Bidder Requirements CNC Technologies is identified as the sole vendor capable of delivering these services due to its exclusive technical expertise and historical knowledge of the NYPD Fixed Wing program. Other vendors may submit proposals if they believe they can meet the requirements.
