Summary

The Home is soliciting pricing for the purchase of two hundred sixteen (216) 9,000 BTU 208/230v 15 Amp PTAC units with an iRIB-18 soft ionization system and twelve (12) standalone iRIB-18 soft ionization systems as part of a major facility project. Installation is not part of this contract. Overall project duration is anticipated to be a total of five (5) years. The Home will require delivery in phases on an as needed basis as the project progresses. Submitted pricing shall include any packaging/crating/shipping charges and factory warranties, if applicable. Shop drawings are to be submitted and approved prior to any fabrication and are to be submitted to the Project Manager, or authorized designee. To establish a standard of quality, form, function and utility, the specifications are based on Islandaire EZRK Series (or approved equal) PTAC unit, P/N EZRK09K9FAS10XL and iRIB-18 soft ionization system (or approved equal). Whenever a product is specified by using a proprietary name or the name of a particular manufacturer or vendor, the specific item mentioned shall be understood as establishing type, function, dimension, appearance and quality desired. Other manufacturers' products may be accepted provided sufficient supporting information is submitted to the Home to determine whether the products proposed are equivalent to those names and proof their proposed alternate meets or exceeds the specifications and performance of the base PTAC units. If an approved or equal is to be submitted, please provide in the response the brand name, manufacturers' part number(s), catalog number(s) serial number(s), model number(s) and or other identifying number(s) as to properly identify the substitute product(s) intended to be furnished along with the characteristics of the substitute item(s) that are equivalent to the brand name. The Contractor should also provide all documentation which clearly describes the substitute item(s) so that it/they can be evaluated by the end user. Failure to submit the requested substitute item information before the closing date listed below will eliminate the vendor from all further consideration for this procurement. Item(s) otherwise equal may not satisfy the requirement due to differences in material composition, size, environmental application, etc. If offering equivalent and compatible items, the vendor must provide the following at no cost to the Home if asked to do so: supporting documentation, transportation, set-up, removal and equipment for examination, demonstration, and trial. It is the policy of the State of New York and the State University of New York to ensure usage of Minority (MBE) and Women-Owned Business (WBE) enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy in order for the LISVH to be in compliance with the Governor's directive for increased participation of 20% (10% MBE, 10% WBE). A portion of the project funding is Veterans Administration related therefore requiring the completion and submission of Federal Debarment forms with each proposal. The State University of New York reserves the right to reject any or all bids. In compliance with the Procurement Lobbying Act signed into law by Governor Pataki in August, 2005, and effective January 1, 2006, permissible contact by an Offeror in relation to any specific procurement in excess of $15,000 should be made only with authorized personnel of the Home who are designated as the contact person(s) in the bid specifications.
