Background The City of Garland is issuing a Request for Bid (RFB) for the replacement of mass flow meters at Units 4 and 5 of the Spencer Plant. This project is part of the City's efforts to maintain and improve its utility services, ensuring operational efficiency and compliance with industry standards. Work Details The contractor will provide all labor, materials, equipment, consumables, transportation, lodging, and per diem necessary to perform the following tasks: - Demolition and installation of new ABB MVS transmitters, RTD assemblies, communication cards, AO modules, and paddle/orifice plate assemblies. - Supply required studs, bolts, nuts, gaskets (Flexitallic and non-asbestos), and all installation hardware. - Provide spool and mounting hardware for orifice plate installation. - Deliver updated engineering drawings, paddle/orifice plate specifications, flow calculations, and ABB datasheets. - Produce calibration reports and documentation packages (both hard & electronic). - Conduct two days of on-site operational and calibration training in April 2026. The work is scheduled to be completed during the Spencer Plant outage window from December 1, 2025 through February 28, 2026. Period of Performance The contract work will be performed from December 1, 2025 through February 28, 2026. Place of Performance The work will take place at the Spencer Power Plant located at 1701-A Spencer Rd, Denton TX 76205. Bidder Requirements Bidders must complete a Bidders Qualification Statement and submit it with their bid response. Valid Certificates of Insurance are required prior to issuance of a Purchase Order but not to place a bid. A mandatory site visit is required on February 24, 2026. Bidders must also acknowledge the City of Garland's Terms and Conditions.
