Background The City of Garland is seeking Statements of Qualifications (SOQ) from qualified architectural and engineering firms to provide professional services for the planning, programming, design, renovation, and modernization of fire stations and public safety facilities. This initiative aims to maintain and enhance fire station facilities to ensure effective emergency response services for the community. The City has recently completed new fire station facilities and maintains existing stations that require ongoing investment to remain operationally effective and compliant with evolving public safety needs. Work Details The selected firms will provide a range of professional services on an as-needed basis, which may include: - Facility condition assessments - Space reconfiguration - Apparatus bay modifications - Mechanical, electrical, and plumbing upgrades - Energy efficiency improvements - Life safety and code compliance upgrades - Site or circulation improvements. Projects will vary in size and scope, with individual project scopes defined at the time of assignment. The City anticipates a continuing need for these services over a five-year period. Period of Performance The contract will be performed on an as-needed basis over a period of five years from the date of selection. Place of Performance Services will be performed at various fire station facilities within the City of Garland. Bidder Requirements Firms must have an active physical office within the Dallas area. They are required to submit qualifications electronically through Ion Wave. The City reserves the right to negotiate terms with any selected firm based on demonstrated competence and qualifications. Firms must also comply with the Texas Professional Services Procurement Act (Texas Government Code Chapter 2254).
