SCOPE of WORK

This project involves designing, constructing, and commissioning new premise plumbing in the office and Work Center to provide clean running water to the 31-40 employees at the facility to comply with Safe Drinking Water Act (SDWA) regulations in Zavalla, Texas. Work is to be in accordance with the attached Project Specifications

Background This project is initiated by the USDA Forest Service to design, construct, and commission new premise plumbing at the Zavala Office and Work Center in Zavalla, Texas. The goal is to provide clean running water to comply with Safe Drinking Water Act (SDWA) regulations for 31-40 employees at the facility. This solicitation is set aside for small business concerns and aims to ensure that the plumbing system meets all applicable health and safety standards. Work Details The scope of work includes: designing, constructing, and commissioning new premise plumbing; installing a 50-gallon water heater (State Proline SEN650DORS45 or approved equal) with a drain pan; installing an ADA compliant drinking fountain with bottle filler (Elkay LZS8WSSP); installing a 20-gallon expansion tank and booster pump assembly; providing electrical work including a new 20A 120V circuit with GFCI breaker; ensuring all work complies with the International Building Code (IBC) 2024; obtaining necessary permits and approvals; mobilizing equipment and materials to the site; testing and commissioning the new water system; and ensuring that all fixtures are lead-free and ADA compliant. The contractor must also pressurize, disinfect, and take bacteriological samples of the water system, repeating disinfection if samples show coliform bacteria. Period of Performance The period of performance for this contract is from February 23, 2026, to May 23, 2026. Place of Performance The construction projects will be performed at the Zavala Office & Work Center located at 111 Walnut Ridge Road, Zavalla, Texas.
