The Department of Veterans Affairs, Northern Arizona Healthcare System (NAVAHCS) located at 500 Highway 89 North, Prescott, Arizona 86313 has a requirement to replace three 50-year-old facility boilers with new steam boilers. Contractor shall furnish all labor, equipment, certification, supervision, and materials necessary to perform all operations in connection with this project. The work includes, but is not limited to, general construction, alterations, mechanical and electrical work, utility systems, necessary demolition and removal of existing structures and certain other items necessary for completion. All work shall be performed in strict accordance with the terms, conditions, specifications, statement of work, drawings, and schedule of the solicitation and all applicable local and VA building codes.

Summary: Background The Department of Veterans Affairs, Northern Arizona Healthcare System (NAVAHCS) located at 500 Highway 89 North, Prescott, Arizona 86313 has a requirement to replace three 50-year-old facility boilers with new steam boilers. The goal of the contract is to ensure the facility operates efficiently and safely by upgrading outdated equipment and addressing various infrastructure needs. Work Details The contractor shall furnish all labor, equipment, certification, supervision, and materials necessary to perform all operations in connection with this project. The work includes: - Replacing three steam boilers and burners; - Removing asbestos; - Replacing controls, piping, header, PRV, valves, and meters; - Correcting LOTO issues; - Replacing cast iron fittings; - Replacing deaerator, condensate and flash tanks and piping; - Replacing compressors; - Installing an automated water treatment system; - Re-roofing the building with added railing; - Installing HVAC split units in offices along with new double-pane windows; - Modifying control rooms for boiler visibility; - Upgrading motor control center breakers; - Adding security cameras and equipment surveillance cameras; - Constructing a secure IT room; - Installing fire suppression systems; - Replacing lighting fixtures; - Adding card readers at entrance doors; - Adding emergency fuel shutoffs at exit doors from the boiler room and mezzanine; - Adding an emergency staircase from the mezzanine to the outside. Additionally, three temporary boiler trailers and one office trailer will be required as part of the project scope. Temporary boilers will be self-contained trailers housing necessary systems. Elevated walkways/catwalks will be installed around office trailers and boilers. The temporary office trailer will accommodate seven workstations and a restroom. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance All construction projects will be performed at the Northern Arizona VA Health Care System located in Prescott, Arizona. Bidder Requirements Bidders must ensure they are verified Service-Disabled Veteran Owned Small Businesses (SDVOSB) as part of responsibility checks prior to award. Additional requirements include compliance with local building codes, possession of necessary contractor licenses for construction trades involved in the project, bonding requirements for bid/payment/performance bonds as applicable.
