Background

The City Attorney’s Office of Scottsdale, Arizona, seeks to procure a modern, cloud-based eDiscovery solution for the efficient handling of electronically stored information (ESI) related to public records requests and litigation matters. The current eDiscovery system is nearing its end of life and has limited functionality for broader litigation needs. The new solution aims to enhance document intake, processing, review, analysis, and production while reducing risks and total ownership costs. The City has expanded its user base due to increased demand from the Police Department and aims for improved performance and compliance capabilities.

Work Details

The contract requires the implementation of a comprehensive cloud-based eDiscovery and Litigation Hold system with the following specifications: 1) Functionality for intake/collection, processing, culling, deduplication, search, analytics, review, redaction, and production within a single platform; 2) Litigation hold capabilities including creation, issuance, tracking, and release of holds; 3) Services for converting and migrating existing data from the legacy system; 4) Compliance with city policies regarding security and privacy; 5) SaaS architecture that scales with city workloads; 6) Onboarding and training services for city staff. Proposals must include implementation costs and annual fees/subscriptions.

Period of Performance

The contract will be effective for one year from the award date with potential extensions for four additional one-year periods.

Place of Performance

The services will be performed in Scottsdale, Arizona.

Bidder Requirements

Bidders must comply with all applicable federal, state, local laws and regulations. They should have at least three years of experience in providing eDiscovery solutions and preferably have experience with municipal or government clients. Bidders must also be authorized resellers or providers of the proposed eDiscovery software.
