The San Mateo County Sheriff’s Office (SMCSO) is seeking proposals from qualified vendors to provide a secure, cloud-based, pre-employment background investigation software system. The objective is to enhance the efficiency, accuracy, and security of the pre-employment background investigation process to ensure high-quality hiring decisions. Founded in 1856, the mission of SMCSO is dedicated to protecting lives and property while providing professional law enforcement and correctional services.

The proposed software system must include the following specifications:

Security and Compliance

Compliance with federal, state, and local regulations including Fair Credit Reporting Act (FCRA), Equal Employment Opportunity (EEO) laws, California Consumer Privacy Act (CCPA), and FBI’s Criminal Justice Information Services (CJIS) standard. - Functions: Automated background checks for criminal history, employment verification, education verification, and reference checks; integration with national and state databases for criminal records; centralized applicant database with customizable workflows; multiple permission levels for agency users; comprehensive investigation reports; unlimited storage size for current files; electronic document management system; intuitive user interface; 24/7 customer support; two-factor authentication feature; ability to run data reports.

Implementation and Integration

Secure migration of existing background investigation data to the new system; configuration services to meet POST regulations. - Training, Support and Maintenance: Initial and ongoing training sessions for all user groups; ongoing training resources such as webinars and manuals; 24/7 technical support.

The target start date for the proposed services is September 1, 2026.
