Solid Waste Collection Contract

Background

The Kodiak Island Borough (KIB) is initiating a Request for Proposals (RFP) for a new Solid Waste Collection Contract to ensure continued, reliable, and cost-effective municipal solid waste management for the community. The KIB is authorized under AS 29.35.210(a)(4) and Chapter 8.25 of the Kodiak Island Borough Code to regulate municipal solid waste management to protect public health, safety, and welfare. This RFP aims to evaluate qualified service providers and select a contractor capable of delivering high-quality, efficient, and sustainable solid waste management services.

Work Details

The contractor will be responsible for providing comprehensive Solid Waste Collection Services throughout the Kodiak Island Borough and City Road System. Services include: 1) Regularly scheduled collection services for residential, multipurpose, and commercial premises; 2) Container service options including self-haul, refuse carts, front-load dumpsters, roll-off containers, and compactors; 3) Emergency collection services during natural disasters; 4) Recycling collection services including cardboard; 5) Public outreach and education regarding solid waste services; 6) Compliance with mandatory subscription enforcement as per KIBC; 7) Observation and reporting of non-compliance with service requirements; 8) Disposal fee responsibilities clearly outlined in the contract; 9) Performance standards to ensure high-quality service delivery; 10) Customer service expectations including issue resolution processes.

Period of Performance

The term of this contract is for an initial five (5) year period from July 1, 2027, to June 30, 2032. The Borough may extend the contract for up to two additional one-year periods upon satisfactory performance.

Kodiak Island Borough and City Road System in Kodiak, Alaska.

Bidder Requirements

All proposers must register prior to submitting proposals. Proposals from unregistered proposers will not be accepted. Proposers must provide proof of insurance as outlined in Section 9 of the RFP. Additionally, they must submit a draft contract that incorporates all elements of the specifications contained in this solicitation.
