Sole Source Procurement for Fuel Farm Equipment Support, Maintenance, Training, and Software Services

Background

The New Mexico Spaceport Authority is seeking a sole source procurement for support, maintenance, training, and software services related to the fuel farm at Spaceport America. The fuel farm requires mandated maintenance ranging from daily onsite tasks to annual inspections to ensure compliance with codes and regulations. Work Details

The contract includes the following services: 1) Annual maintenance on the fuel farm including meter calibration and replacement filters, scheduled for November 2026 at a cost of $5,150. 2) Bi-annual maintenance of fuel trucks including oil changes, product filter changes, meter calibration, brake inspection, and full PM inspection, scheduled for November 2026 and May 2027 at a total cost of $10,400. 3) Onsite training for aviation fuel handling and dispensing procedures performed by licensed instructors in a two-day session before November 2026 at a cost of $8,200. 4) Monitoring and support for TCS software from July 1, 2026 to June 30, 2027 at a cost of $3,240. 5) Support for QT POD software from September 1, 2026 to October 31, 2027 at a cost of $1,425. The total estimated contract amount is $28,415.

Period of Performance

The term of the prospective contract is for 12 months.

Place of Performance

The services will be performed at Spaceport America.

Bidder Requirements

The prospective contractor is Ascent Aviation Group, Inc. (World Fuel Services), which has been determined as the sole source due to its proprietary rights over the software used in the fuel farm operations and its previous involvement in constructing the fuel farm.
