Background

The New Mexico Public Education Department (NMPED) is seeking to enhance its implementation of updated monitoring policies, procedures, and processes for the school year 2026-27. The goal of this contract is to provide ongoing support through consultation, coaching, and assistance to education administrators and staff. WestEd has been identified as the prospective contractor due to its extensive experience in providing technical assistance related to the Individuals with Disabilities Education Act (IDEA).

Work Details

The contractor will provide the following services: 1. **Monitoring Policies, Procedures, and Processes Implementation**: Support NMPED’s implementation of updated monitoring policies via monthly virtual and in-person consultations. This includes risk assessment, tiered monitoring compliance with IDEA, file review processes, notification of noncompliance, and training for education administrators. 2. **Development of Monitoring Training Materials**: Create guidance materials for local education agencies (LEAs) on state monitoring activities based on updated policies. 3. **LEA Policy Workshops**: Facilitate workshops for LEA teams to develop local special education policies and procedures. 4. **Fiscal Policies Support**: Provide consultation on IDEA Part B allocations and assist in setting up organizational systems for allocation processes. 5. **Progress Reporting**: Deliver regular updates on project deliverables to NMPED staff. 6. **Fiscal Monitoring System Support**: Assist NMPED in piloting fiscal monitoring with LEAs and training staff on monitoring activities. 7. **Fiscal Training Sessions**: Develop and conduct training sessions for LEAs selected for upcoming monitoring cohorts.

Period of Performance

The contract will commence upon execution and continue until June 30, 2027.

Place of Performance

Services will be performed primarily in New Mexico, including both virtual consultations and in-person workshops.

Bidder Requirements

The contractor must have significant experience assisting state education agencies with IDEA compliance work. WestEd is uniquely qualified due to its established relationship with NMPED and expertise in developing effective monitoring systems.
