The Massachusetts Department of Public Health (DPH) is issuing a Request for Response (RFR) for the Massachusetts Maternal, Infant, and Early Childhood Home Visiting (MA MIECHV) program, specifically targeting the Fall River area. The program is funded by the Health Resources and Services Administration (HRSA) and emphasizes the implementation of the Parents as Teachers model. Work Details

The contract will involve providing voluntary, evidence-based home visiting services in Fall River using the Parents as Teachers model. Bidders must demonstrate their ability to implement this model with fidelity, maintain a caseload of 12 families per full-time equivalent (FTE) home visitor, and ensure a 1:6 supervisor-to-home visitor ratio. The program must focus on recruiting and retaining families, tailoring services to diverse caregivers, building social support networks, and maintaining compliance with maximum service capacity expectations. Additionally, applicants are encouraged to collaborate with other home visiting programs and community partners.

The contract is anticipated to begin on September 1, 2026, with an expected duration of two years, concluding on June 30, 2028.

Bidder Requirements

Bidders must meet minimum administrative and fiscal standards established by the Executive Office of Health and Human Services (EOHHS). New providers must submit completed provider qualification application materials. Existing providers must have filed their Uniform Financial Statements with the Operational Services Division. Bidders are required to make a financial commitment to partner with SDO-certified diverse business enterprises or non-profit organizations.
