Summary: Background The Blackfeet Adult Detention Center Roof Replacement project is issued by the Bureau of Indian Affairs (BIA) and aims to replace the existing roofing system on Building #126, which has not been replaced since its construction in 1970. The building has a total footprint of approximately 9,500 square feet and has experienced significant water damage due to inadequate drainage. The goal of this contract is to install a new, warranted roofing system that will prevent future leaks and drainage issues. Work Details The contractor is required to remove the existing roofing system and install a new fully adhered eighty (80) mil Thermoplastic Polyolefin (TPO) roofing system. This includes: - Proper disposal of the existing roofing materials. - Installation of insulation as part of the new roofing system. - Repairing any water damage related to the roof and its drainage system. - Providing all necessary labor, equipment, and materials for project completion according to attached plans and specifications. - Submission of detailed cut sheets/specifications for all materials used in the new roofing system for BIA approval. - Permanent removal of all obsolete or unused equipment from the roof unless otherwise directed by the Contracting Officer's Representative (COR). - Provision of performance bonding and liability insurance certificates within ten calendar days post-award. Period of Performance The contractor must begin performance within 10 calendar days after receiving the award and complete it within 60 calendar days following the issuance of the Notice to Proceed (NTP). Place of Performance Browning, Montana at the Blackfeet Adult Detention Center. Bidder Requirements Bidders must be responsible Indian Small Business Economic Enterprises (ISBEEs) and are required to submit pricing, a completed Section K, and an Indian Affairs Indian Economic Enterprise Representation Form with their proposal. Additionally, contractors must furnish performance and payment bonds within ten calendar days after award.
