Baggage Portering Serivces

Background

The Port of Portland is seeking proposals for Baggage Portering Services to maintain continuous airport operations during the upgrade of the baggage handling system (BHS). This upgrade will temporarily take the automated system offline, necessitating manual transport of passenger baggage to support airlines, TSA, and overall terminal functionality. The goal is to ensure seamless operations while upholding security and chain of custody requirements throughout the upgrade period.

Work Details

The Provider will be responsible for portering services defined as moving and handling all items required for baggage handling system impact areas at Portland International Airport (PDX). This includes: 1. Moving items such as luggage (suitcases, trunks, duffels), boxes, coolers, strollers, car seats, and oversize items (bike boxes, golf clubs) between ticket counters and TSA operational facilities. 2. Ensuring confidentiality and security of personal information in their care. 3. Receiving, storing, handling, and delivering items without damage. 4. Working in public, sterile, or secure areas of the airport while adhering to Chain of Custody requirements. 5. Providing staff with customer service skills for interaction with passengers and other stakeholders. 6. Staffing must include a Project Manager responsible for all work performed under this SOW.

Period of Performance

The contract term is from August 1, 2026 to October 31, 2026.

Place of Performance

Services will be performed onsite at Portland International Airport (PDX), located at 7000 NE Airport Way, Portland, OR 97218.

Bidder Requirements

Proposers must demonstrate their ability to meet service expectations outlined in the Scope of Work. All personnel providing portering services must obtain a PDX Security Identification Display Area (SIDA) badge. The Provider must also comply with airport security regulations and maintain appropriate insurance as required by the Sample Contract.
