Background

The State of Alaska, Department of Environmental Conservation, Village Safe Water Program is soliciting bids for the construction of exploratory groundwater wells in Tanana, Alaska. The project aims to develop a reliable year-round groundwater source for the community's water system, which currently relies on a well that has shown declining performance since its construction in 1998. The goal is to eliminate the need for supplemental water from the Yukon River by establishing a new groundwater source capable of sustaining a minimum production rate of 15 gallons per minute.

Work Details

The contractor will be responsible for constructing at least one and up to three 6-inch diameter vertical groundwater wells. The scope includes mobilization and demobilization, site cleanup, drilling and installing wells using specified equipment, conducting pump tests, and potentially rehabilitating the existing Too’gha Well. Specific tasks include: 1. Mobilizing equipment and personnel to the site. 2. Drilling wells to approximately 60 feet deep with oversight from a certified archeologist for the first 20 feet. 3. Collecting sediment samples during drilling. 4. Performing two to five well pump tests. 5. Decommissioning or abandoning wells that do not meet capacity or quality standards if necessary. 6. Rehabilitation of the existing Too’gha Well as an additive alternate if required.

Substantial completion is expected by August 31, 2026, with final completion by September 30, 2026.

Bidder Requirements

Bidders must provide evidence of a valid Department of Commerce Contractor Registration and an Alaska Business License prior to award. They must also submit a completed Contractor’s Questionnaire detailing previous experience and resources available for the project. Additionally, bidders are required to furnish performance and payment bonds amounting to 100% of the contract value upon acceptance of their bid.
