NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit, negotiate and award a sole source contract under statutory authority 41 USC 1901, set forth in Federal Acquisition Regulation 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 173rd Mission Support Contracting intends to award a sole source contract to Halliday Technologies, Inc. (CAGE 65DB9) for the RT3 Runway Friction Testing equipment. The Government intends to issue a sole source solicitation resulting in a Firm-Fixed-Price contract. This notice of intent to award is not a request for competitive proposals; however in accordance with FAR 5.207(c)(16)(ii), responsible sources may submit a capability statement, proposal or quotation that shall be considered by the agency. The Government is not obligated to award, and will not pay for, any information received from potential sources because of this notice of intent. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Background The 173rd Mission Support Contracting intends to award a sole source contract to Halliday Technologies, Inc. for the RT3 Runway Friction Testing equipment. The goal of this contract is to procure specialized equipment necessary for runway maintenance and safety operations. Work Details The contract involves the procurement of one Continuous Friction Meter Equipment (CFME) Runway Friction Tester with the following minimum requirements: - The unit must be mountable to a 1 ton or larger pickup truck and capable of driving in reverse while conducting friction tests at speeds between 15-60 MPH, specifically for winter maintenance activities involving loose and/or packed snow. - The unit cannot be in a tow-behind trailer to maximize safety and minimize potential injuries or damage. - There should be no snow depth limit for testing, and the wheel must be able to be raised when not in use. - The software must be customizable for Kingsley Field ANGB runways and taxiways, with a tablet included that is compatible with Android for data collection functions. - Friction data must convert to Runway Condition Reading (RCR) values electronically and send this data via Bluetooth to a tablet in the vehicle. - Data should upload in real-time to a custom website accessible by airfield users. - The tester must have an easy-to-use interface, operate with minimal input from the operator/driver, and ensure results are independent of driver manipulation. - Compliance with DAFMAN 13-204v2 and FAA AC 150/5320-12C is required, along with accreditation/certification under FAA 150-5200-30D. - The unit must also meet OSHA standards for mechanical device safety without exposed belts or pulleys.
