The City of Bend is seeking proposals for the design of the Bond and Reed Market Roundabout Project, identified in the Transportation System Plan (TSP) as needing improvements for traffic flow and safety. The TSP was adopted by the Bend City Council in September 2020. This project is critical as it connects to a major shopping hub and the southern-most bridge across the Deschutes River. The project aims to develop biddable construction documents for an expanded roundabout at the intersection of SW Bond Street / Brookswood Boulevard and SW Reed Market Road, with construction expected to be completed by the end of 2027.
The scope of work includes: developing biddable construction documents for an expanded roundabout; assisting with alternatives analysis; leading public engagement efforts with at least three open house events; providing a project delivery schedule to expedite right-of-way acquisition; engaging adjacent property owners and stakeholders early in the design process; optimizing roundabout design location and geometry for safety and connectivity. Implementation tasks include public outreach, engineer of record services during construction, project management, surveying, utility coordination, design services (including roadway, accessibility, multimodal considerations), right-of-way appraisal and acquisition services, and deliverables such as meeting agendas, design plans at various stages (30%, 60%, 90%, 100%), utility conflict notifications, public involvement materials, and EOR services during bidding and construction.
The design phase is expected to be completed by May 2027. Construction is planned to be completed by the end of 2027.
City of Bend, Oregon.
Proposals must include a signed copy of the Oregon Statutory Certifications. Minority, Women Owned, Emerging Small and Veteran Owned businesses are encouraged to submit proposals. The consultant must maintain professional liability insurance with a minimum coverage of $2 million per claim.
