Summary: Background The Umpqua National Forest, managed by the USDA Forest Service, is seeking a contractor to provide roadside brushing and logging services as part of its forest maintenance efforts. This contract aims to enhance the accessibility and safety of forest roads used for administrative purposes and recreational activities. The project is set aside for small business concerns, emphasizing the agency's commitment to supporting local businesses. Work Details The contractor will be responsible for providing all necessary labor, equipment, supervision, transportation, operating supplies, and incidentals required for roadside brushing and logging out services. Specific tasks include: 1. Cutting low volume vegetation along 47.64 miles of roadway. 2. Cutting high volume vegetation along 34.83 miles of roadway. 3. Logging out primary and secondary roads over 84.95 miles. 4. Mobilization of equipment as needed for the project. All work must comply with the Performance Work Statement (PWS) and adhere to applicable federal, state, and local laws and regulations. Period of Performance July 15, 2026 to October 31, 2026 Place of Performance Umpqua National Forest in Oregon, specifically at three ranger stations: North Umpqua Ranger Station (Glide), Cottage Grove Ranger Station (Dorena), and Tiller Ranger Station (Tiller). The project spans Douglas and Lane Counties. Bidder Requirements Bidders must meet several requirements to qualify for this contract: - Small Business Set Aside - Total (SBA). - Relevant contractor or trade licenses must be held. - Bid/payment/performance bonds may be required. - Contractors are encouraged to conduct a site visit prior to bidding. - A Quality Control Plan (QCP) must be submitted detailing how quality will be maintained throughout the contract period. Incumbent Analysis (see Incumbents section for more detail) The solicitation for “Roadside Brushing and Log Out Umpqua NF” appears to have a confirmed incumbent or closely related prior contract, as evidenced by contract 1240BE26P0054 awarded to E-M Davis Development for $36,257 (06/01/26–12/01/26). That prior work involved roadside brushing on Forest Service system roads on the McKenzie River Ranger District to maintain safe and productive road conditions, which aligns closely with the current requirement to cut low/high volume vegetation along roadway miles and perform logging out on Umpqua National Forest roads. The short, seasonal nature and similar roadside vegetation/road access focus suggest the current effort may be a continuation or follow-on within the same type of forest maintenance activities.
