This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QJ0000220 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order will be awarded for the repair of the Radar Control on a sole source basis to the Original Equipment Manufacturer (OEM), Honeywell International Inc. (Cage Code 58960) as a result of this synopsis/solicitation. Pricing should be provided on Attachment 1 Schedule - 70Z03826QJ0000220 . The OEM of this item is Honeywell International Inc. (Cage Code 58960). All repairs shall be performed by the OEM or an OEM authorized repair facility. Concerns that are OEM authorized and have the expertise and required capabilities to repair this item are invited to submit offers in accordance with the requirements stipulated in this solicitation. The contractor shall furnish a Certificate of Conformance (COC) IAW Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause. Offerors must be able to provide necessary certification including traceability to the manufacturer, manufacturer's COC and its own certificate of conformance. Background The United States Coast Guard (USCG) Aviation Logistics Center (ALC), Medium Range Recovery (MRR) Product Line Division, located in Elizabeth City, North Carolina, has issued a solicitation for the repair of Radar Control components. This requirement is aimed at ensuring that components are repaired to meet airworthiness standards for installation on MH-60T aircraft. The contract is anticipated to be awarded on a sole source basis to Honeywell International Inc., the Original Equipment Manufacturer (OEM). Work Details The contractor is required to repair eight Radar Control components (NSN: 5895-01-HS2-0471, P/N: 7008471-710) that are expected to show signs of corrosion due to operation in a saltwater environment. The tasks include: 1. Evaluation of received components to determine their condition; if found Ready for Issue (RFI), a Test and Evaluation fee will apply; if Beyond Economical Repair (BER), a BER fee will apply. 2. Repair non-RFI components to RFI condition according to OEM specifications, including inspection and correction of deficiencies such as replacing missing or broken parts and removing corrosion. 3. Disassembly and thorough inspection if corrosion is detected, with necessary replacements made according to OEM specifications. 4. Compliance with all applicable OEM manuals and FAA regulations during the repair process. 5. Submission of a failure data report for each repaired component detailing the repair actions taken and parts replaced. 6. Maintenance of a quality system compliant with ISO 9001-2000 or equivalent. Period of Performance The work is expected to be completed within sixty (60) days after induction for repairs, with Test and Evaluation due fifteen (15) calendar days after receipt of components. Place of Performance The work will be performed at the contractor's facility or at a USCG approved facility. Bidder Requirements Bidders must maintain OEM certification for the repair of the specified components and provide documentation reflecting the complete history of ownership from purchase through delivery. They must also comply with certification/documentation requirements specified in the solicitation, including providing Certificates of Conformance and Airworthiness.
