Background

The State Highway Administration (SHA) of Maryland is issuing this Invitation for Bids (IFB) to procure HVAC Maintenance and Repair Services. The goal of this contract is to ensure the efficient operation and maintenance of heating, ventilation, and air conditioning systems at the Dayton Maintenance Facility and other SHA facilities within Howard County. This procurement is designated as a Small Business Reserve Procurement, encouraging participation from certified small business vendors.

Work Details

The contractor will provide comprehensive HVAC services including preventative maintenance, service repairs, and emergency services for HVAC systems at the Dayton Maintenance Facility located at 4401 MD Route 32, Dayton, MD 21036, and satellite locations throughout Howard County. Specific tasks include: - Furnishing all labor, supervision, parts, equipment, tools, transportation, and communication methods necessary for work performed under this contract. - Providing qualified HVAC technicians for various duties as directed by SHA representatives. - Performing preventative maintenance according to manufacturers' recommendations. - Conducting seasonal changeovers in October (heating) and April (cooling). - Responding to emergency service calls within four hours and routine repairs within forty-eight hours. - Maintaining an adequate stock of industry-standard supplies and tools necessary for HVAC services. - Providing 'not to exceed' estimates on all repair work prior to commencement.

Period of Performance

The contract duration is set for a base period of 24 months from the date of award.

Place of Performance

The primary place of performance will be the State Highway Administration's Dayton Shop located at 4401 State Route 32, Dayton, MD 21036. Services may also extend to other SHA facilities within Howard County.

Bidder Requirements

Bidders must meet specific qualifications including: - Established for a minimum of five years in the commercial HVAC business. - Owner(s)/principal(s) must have five years of experience in commercial HVAC and hold a current State of Maryland HVAC Master Technician License. - Must have a workforce of at least five licensed commercial HVAC Journeyman Technicians with a minimum of five years' experience each. - Must provide proof of liability insurance prior to contract award. - Facility or dispatch point must be within a fifty-mile radius from the Dayton Maintenance Facility. - Must offer 24-hour emergency service with contact information available. - Compliance with EPA regulations regarding refrigerants is required.
