Background

The Maryland Department of Transportation (MDOT) State Highway Administration (SHA) is issuing this Invitation for Bids (IFB) for roadway milling services in Queen Anne's County. The purpose of this contract is to provide necessary highway repair services through the use of a front-loading milling machine with operator to mill existing pavement as part of site-specific paving reconstruction efforts.

Work Details

The contractor will provide 60 hours of milling services using a front-loading milling machine capable of milling existing pavement to a depth of no less than 2 inches with a 6.5-foot single pass drum. The contractor must transport their own milling machine to the worksite, offload it, and supply all necessary fuel and labor. Compensation will be based on time spent at the worksite, which includes all costs such as fuel, oil, grease, maintenance, repairs, insurance, taxes, labor, and overhead factored into an hourly rate. The contractor must respond within five working days for scheduled work and operate between 6:30 A.M. and 3:00 P.M., Monday through Friday, excluding state holidays. All operations must comply with applicable state and local regulations.

Period of Performance

The contract duration is from June 1, 2026, to June 1, 2028.

Place of Performance

All work will be performed on highways located in Queen Anne’s County.

Bidder Requirements

Bidders must own their milling machine and are not allowed to subcontract any part of the work. Additionally, bidders must have employees available to perform the required services.
