Background

The Alameda-Contra Costa Transit District (AC Transit) is seeking to select a qualified Contractor to provide Medical Review Officer (MRO) services in support of its federally mandated drug testing program. This initiative is in compliance with federal regulations governing anti-drug and alcohol programs, specifically under 49 CFR Parts 40 and 655. AC Transit operates a public transit system serving multiple jurisdictions within Alameda and Contra Costa Counties and employs approximately 1,800 safety-sensitive employees subject to federal drug testing requirements.

Work Details

The Contractor shall provide independent medical review services for drug testing program administration, including: - Medical review and verification of drug test results - Regulatory consultation - Employee medical interviews regarding non-negative test results - Verification of drug test results in compliance with federal requirements - Shy bladder evaluations from licensed physicians acceptable to the MRO - Expert testimony when required - Support for various testing circumstances including pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up testing. The Contractor must maintain secure electronic systems for the receipt, review, and transmission of testing information while ensuring confidentiality of all employee medical data.

Period of Performance

The contract is anticipated to have a base term of three years starting from June 2026 through June 2029.

Place of Performance

Services will be performed at various locations as required by AC Transit within Alameda and Contra Costa Counties.

Bidder Requirements

Proposers must demonstrate a minimum of five years of experience providing similar services to public sector entities. They must maintain business insurance including professional liability and errors and omissions insurance. Proposers are required to submit evidence of their ability to provide insurance that meets the District's requirements.
