Observatory Hill Recreation Area - Skatepark Design Services

Background

Upper Darby Township, located in Delaware County, Pennsylvania, is seeking proposals from qualified consultants for the design of a new outdoor skatepark at Observatory Hill Recreation Area. This 4.4-acre community park serves a diverse population of approximately 15,700 residents within a one-mile radius. The Township aims to enhance recreational amenities and community impact through this project, which includes the development of an ADA accessible all wheels skatepark to promote public health and wellness by fostering physical activity and social interaction.

Work Details

The selected consultant will provide comprehensive design services for an outdoor, approximately 10,000 square foot ADA accessible all wheels skatepark. Responsibilities include: - Preparing detailed construction drawings and technical specifications; - Utilizing provided conceptual layouts as the basis for design; - Delivering finalized construction plans, technical specifications, an opinion of probable construction costs, and an associated construction schedule; - Attending progress meetings with Township staff and the Skatepark Coalition; - Providing technical support during the bidding phase; and - Performing construction administration and inspection services throughout the construction phase. The design must meet current safety standards and best practices in skatepark design, incorporating features suitable for users of varying ages and skill levels, including disabled and adaptive riders. Specific features may include banks with steel coping, steps, quarter pipes, half pipes, and bowls. The consultant will also provide up to ten complete sets of construction plans, final renderings, a detailed cost estimate for construction, and a digital copy of all documents.

Period of Performance

The contract period will commence upon selection of the consultant with proposals due by June 17, 2026.

Place of Performance

The project will be performed at Observatory Hill Recreation Area located at the intersection of St. Laurence Road and Tobacco Road in Upper Darby Township, Delaware County, PA.
